User Centered Design starts with an analysis of your requirements, your users and your competitors. User journeys and IA are thought through, low-fi hand drawn layout sketches are produced before hi-fi wireframes are created on the computer. Functionality is also documented in this phase.
Wireframes are now turned into something more akin to what you would expect from a good website; a nice clean UI. A few variations may be worked through to satisfy the designer's eye before becoming the final UI that users will see and use. All interactive elements are designed in this phase.
The UI is now turned into a fully working & functional static or responsive website build. HTML5 markup is used to create the site structure while CSS3 is used to style the site. Typically jQuery is then used to execute the lovely rounded & smooth interactive touches identified in the wireframe phase.
